Try cutting out heart shapes on coloured tissue paper, and threading them through eachother. Hang them up near windows (keeping the windows closed may be more practical, given the delicate tissue they are made from), to let the light shine through during a sunny day, and in the evening a candlelit atmosphere would compliment the heart-shaped shadows just as well. Simple.
Use different colours and textures to vary the design, or mix and match with other shapes and colours. This would be fantastic as a background for a table, or even as an alternative decorative technique to banners.

This is one particular craft I would love to replicate- tiny red hearts on a striking white canvas. From a distance they look like little heart shaped butterflies.
